I. Around-the-table introductions

II. Committee Mission and Purpose
· Read committee mission
· Briefly reviewed the history and nature of the committee

III. Report/Minutes June 1997 Committee Meeting in Kansas City
· Minutes presented to and reviewed by the committee
· Chair Snow briefly addressed topics covered

IV. Hydrant System Testing and Related Issues
· Chair Snow introduced the issue and presented relevant background
- The importance of the issue was stressed, particularly for larger airports, given not only the leak, but release nature of a potential hydrant problem
- Liability and expense are significant aspects of the issue
- Importance of coordination with ATA and other industry groups was stressed
Jane AndersonUnited Airlines (copy of ATA report provided)
· Representing both the individual carriers and the Air Transport Association as an organization
· Presenting on why there are currently no regulations addressing aviation fuel systems
- 1988 saw the beginning of tank and tank systems being addressed by EPA
- Airlines successfully lobbied that aviation systems are much different than commercial automobile systems
a) Congress was convinced that federal regulation shouldnt address all tank systems uniformly
b) Airport tank/hydrant systems largely escaped many of the petroleum distributors
- Nine years later&1997
a) Upgrades to systems for the most part didnt happen since ATA didnt move as a body to rectify potential problems because of commercial concerns
b) Releases have resulted
- ATA working group formed from this need
· Case study airports will hopefully be used to test technologies
- VISTA, TRACER, et al. Firms evaluated
- Vapor sensing
· Message&
- Preventative measures are not a cure all on this issue
- Other contamination sources are outside of the hydrant system
- If proper maintenance (e.g., cathodic protection, etc.) is current, systems wont leak and create problems elsewhere
- Dectection systems have a way to go to meet these needs
F. Carriers are leary about being presented with only one option, given the expenses associated with the problem
1. consultant installation, etc.
2. dont want to put system in unless 100% accurate
G. Darryl Golbeck offered experiences with complications that arise given a leak
1. A frozen valve could result in a direct discharge

John SchofieldAmerican Airlines
H. Consortium benefits
1. Operators (Ogden, Signature, et al.) involved in activities (e.g., pitt maintenance, valve boxes)
2. Technologies available to be presented to consortium with study funded by API
a) Study determined that technology was sufficient to detect leaks in line
b) What really needed to be done though was to develop a performance based standard
I. Leak detection standard
1. Phased approach
2. Minimum requirements established (already exist)
3. Develop RFP to consultants to look at existing technologies
4. Testing system to evaluate technologies
5. Use EPA Edison testing site, already being addressed
6. Data developed to set standards
J. AAAE/ATA/API to work together on this project
1. pooling of technical resources
2. cost sharing - ultimate stake in completion
3. Volunteer sites for test projects
K. ATA to take lead and work closely with ACI and AAAE
L. Foreign systems issues are comparable
M. Idea is to solve problems and set standards before EPA does it for us.
N. Final actions to develop committee by January
Discussion
O. Committee could address whole systems eventually, starting with technology efforts
P. Role of airports would be to require look at pitts (minimum standards)
Q. Design of overall system and leak detection standards reviewed prior to start
R. Laurie Cullen (MASSPORT) was nominated and agreed upon as AAAE facilitator
S. Ad-hoc committee should meet at least quarterly
T. EPA buy-in is essential
U. Project XL potential project??
V. List of ATA environmental contacts from Dick Ketler to facilitate membership

V. Development of Clean Air Conformity Working Group
Fletcher Hunt, Chair-Air Quality Subcommittee
A. FAA conformity guidelines are not consistent (5050.4a)
B. John Begin (Northwest), Cynthia Parker (Phoenix Sky Harbor), and Jacob Snow to develop
C. Who at FAA is responsible for conformity issues?
D. Stage III aircraft and NOx problem discovered
E. Letter from Florida state DEQ to FAA that Ft. Lauderdale met attainment standards
OTHER
F. Clean AIRport Award continued-AAAE staff to announce in January
G. Continue to develop fact sheets for distribution to membership
H. Emissions reductions programs package to all airports as guidance (Kansas City 98)
I. Conformity
J. PM/Ozone standard and global warming issues will be tracked through the committee

AAAE Chairman Pete Drahn briefly addressed group.

1. Environmental BMP manual for small airports to be developed
2. Ideas solicited
3. Issue of pesticides leaching into effluent discussed
4. New issue to address will be wildlife attractants
5.
C. Tenant Liability - Chair Christine Klein
1. Committee plans to update the AAAE Tenant Liability handbook, with particualr attention paid to smaller airport operations

VII. Regulatory Update
