COMMITTEE MISSION AND PURPOSE

REVIEW OF TAMPA COMMITTEE MEETING - September 1997

HYDRANT LEAK DETECTION

Hydrant testing issues

Laurie Cullen (Massport) reviewed joint association efforts to date

  • ATA worked with API on establishing standards
  • ATA's Jane and John came to Tampa to discuss and solicit assistance
  • airport buy-in is critical to the success of the program
  • Steve Barker (Northwest Airlines, ATA representative) discussed ATA program goals

  • establish a current technology baseline
  • analysis of current technology
  • vendor screening
  • testing program
  • guidebook for selecting leak detection technology to find the best option for an airport
  • stakeholder buy-in, establish quarterly events/meetings
  • Laurie Cullen and Steve Barker agreed to discuss other mutual projects for AAAE and ATA

Laurie Cullen gave a briefing on the meeting with the Virginia DEQ,

  • she asked VA-DEQ that she or AAAE be contacted if any states decide to implement/promulgate new rules regarding hydrant leaks, UST, AST, or fire safety related to tanks and pipelines without the study being completed by ATA/API/AAAE
  • quarterly meetings and field testing at airports are important
  • Laurie said everything is going through Nancy Young at Beveridge & Diamond

California and Hawaii are currently in process - double piping issues and proposed rules

    STORMWATER

Jacob Snow (AAAE Environmental Services Committee Chair) - watershed meeting, introduced Carol Vukmanic (USAirways / ATA)

Mary Loeffelholz (Northwest Airlines / ATA) new chair of stormwater permitting and deicing committee for ATA

Discussion on developing a questionnaire for airports on stormwater information - airports state that this is difficult to do because of NRDC

ATA asked airports if they had any ideas on how information could be collected to share with the airlines

Sandy Williams (Richmond Airport) said regarding the questionnaire, phone calls are okay, people are hesitant to write things down on paper

Jacob Snow commented on AAAE Environmental Survey, only 8% responded

ATA wants to be included from step one in airport planning

Steve Barker stressed combined sub-committee effort on this issue

    AIR QUALITY CONFORMITY

Discussion on FAA guidance document 5050.4A

Briefing on AAAE, ACI and FAA meeting on air quality issues in D.C. with Lynn Picard and Ralph Thompson at the FAA. Discussion included:

  • AAAE/ACI volunteering to write FAA's guidance document on air quality
  • breakthrough with Ralph Thompson, he said FAA would allow airports to participate in EDMS model changes with their approval
  • FAA looking into full time air conformity person
  • Jacob - concerned about loopholes between FAA and EPA

Cynthia concerned with "hemming" ourselves in with too much guidance

Airports want support from ATA for any attempts to get rid of conformity requirement for airports

ISTEA, just passed, some language in it that would codify EPA on attempt to delay implementation

Purchasing emissions brought up - committee member stated that Oakland is doing this

Decision made to hold an air quality meeting in July at the ACC annual conference, send notification to Carol Vukmanic for her to disseminate to ATA members

    TRI

Carter Morris (AAAE) gave short history and briefing on TRI Notice of Receipt of Petition, said AAAE will be submitting comments to petition by the April 13th deadline, and asked for airports to send their comments to the EPA and copy AAAE with the correspondence

Jeff Longsworth (Collier, Shannon, Rill & Scott) spoke about EPA's recent risk review

  • focus of NRDC is ethylene glycol
  • does airport meet the definition of facility
  • Ira Pearl (Delta Airlines / ATA) - concern with use of ethylene and propylene glycol argument, if regulations get rid of one technology, the other gets monopoly

Mary Loeffelholz - concern with limiting carriers, different properties - safety is number one concern

Christine Klein (Anchorage Int'l Airport) - airports don't want liability to impose health/safety guidelines on airlines

AAAE should organize and compile each State's permitting limits

Sherry Zuskin from EPA is working on the effluent guidelines report, need to make sure EPA understands that airports are different

All this reporting is over and above the NPDES

Application vs. release, military pressure at airports offer unique reporting challenges, how can an airport manager be expected to report?

Effluent guidelines, airports should look at cost-benefit

    SUBCOMMITTEE BREAK-OUTS

    SUBCOMMITTEE BRIEFINGS

    Noise: Danette Lake

Danette resigned as chair of subcommittee, Nyle Marmion nominated as new chair

FAA phase-out of stage II aircraft, airports shouldn't allow waivers

California - noise officers forum, bill up again

NASA 10-year plan for noise reduction

FAA shouldn't go outside of 65 DNL contour in noise monitoring until problems inside the 65 are fixed

Y2K - Chris Tebo is AAAE contact

    Water: Sandy Williams

Guidance on TRI comments, inter-communication, comment with one voice

Educate industry agencies like FAA and EPA

    Airport Tenant Liability: Christine Klein

A handbook will be put together for airport tenant environmental compliance by the environmental services committee meeting at the same time next year

This will be the second edition of the handbook

Airport managers can compare resources and issues with other airports

Remediation will be addressed in the handbook

Summaries are requested from all committee members - deadline is May 15th

Deadline is December for draft handbook

    Small Airport: Virginia Jackson

Need to address the impact of TRI on small airports

Creation of a small airport liability handbook, Andrew at Garden City will write it and it will hit on all aspects affecting airports

    Haz Mat/Tanks: Laurie Cullen

UST compliance stressed: deadlines, awareness, and guidance

    Hydrant leak detection program

  • ATA study - AAAE participation, write documents, white papers, etc.
  • educate air transportation industry on double-wall pipes, they're not the answer to reducing leaks
  • write white paper with ATA
  • Florida and Sea-Tac need help, meet with regulators, FAMA conference
  • Help with TRI issues
  • RBCA - ATA has hired a coordinator, this could provide airports with a good resource for information

    Air Quality: Fletcher Hunt

Will distribute fact sheets and send them to all airports on conformity, risk, and pm/ozone

Develop an air quality handbook, based on hub-size

PDX will hire an air quality consultant on a national level and possibly be able to then provide information to AAAE

Possible position paper for airports who are working on Title V permits, make sure airports don't include the airlines

    Continue to track global warming

    Large Airports: Cynthia Parker

    Continue ad hoc committee work

GSE, alternative fuel vehicles, speaking with State legislatures, ATA needs to educate airports and provide contacts to the airports
